Evaluating Bidders and Proposals

The following criteria are considered when evaluating which proposal is the most advantageous to the Court:

  • Cost to the Court
  • Quality of the proposed service
  • Capabilities and expertise of the vendor
  • Past service record
  • Proposal that best meets all the requirements of the Court  

The Court uses RFPs (Request for Proposal), RFIs (Request for Information), and RFQs (Request for Quote) to procure services, products, and information from outside agencies and private industry.

For example, as the result of an RFP, the Court may accept a bid for a contract to run a food service station at the Court, or a contract to provide legal or other support services in such areas as Juvenile Dependency or Drug Court.

Organizations should submit written proposals in the manner described in the document(s) listed in the specific RFP, RFI, or RFQ document, when posted..

Request for Proposal (RFP):
Guardian ad Litem

Working as an independent contractor of the Court, the Guardian Ad Litem (GAL) provides assistance to a parent who is mentally ill or incompetent in Juvenile Dependency Court (pursuant to the California Welfare and Institutions Code § 300 as described in Juvenile Local Rule 2G(1)) in legal context with the attorney who is providing legal representation. The contractor may assume responsibility for GAL existing and new appointments in Dependency Court from the date the contract commences.

This is generally a one-year contract, running on the fiscal year beginning in July 1 through June 30 in the following year. If a contractor starts any time after the beginning of the fiscal year, the contract will run to the end of the fiscal year, June 30. In addition, the contract may be renewed for two one-year terms at the discretion of the Court.

Compensation will be $40 per hour for the initial training and every hour spent for services after appointment to the case.
